Enhance access for all people, in particular vulnerable groups, to equal rights and protections in areas such as entrepreneurship, employment, loans, financing, housing, and land ownership.
  • As of the end of 2024, HSP had provided guidance to a total of 621 startup teams. Among them, 247 startups remain in operation, with a cumulative registered capital of approximately NT$8.1 billion.
  • In 2024, total revenue increased by 6.66% compared to 2023, demonstrating steady performance and strong growth momentum across the industry.
 Short-term goals (2025):
  • A total of 640 startup teams are expected to receive support and guidance.
  • 2025 revenue is expected to reach NT$160 billion.
Medium and long-term goals (2030):
  • By 2030, HSP aims to provide guidance to a cumulative total of 750 startup teams as a medium-to-long-term goal.
  • The total revenue is projected to reach NT$1.65 trillion by 2030.

  • The number of employees in 2025 will reach 177,823.

  • The number of employees is expected to reach 178,663 by 2030.

Increase industrial added value and promote the development of high-value industries such as the Internet of Things (IoT) and the digital economy.
  • A total of 73 new investment projects were introduced, amounting to NT$49.35 billion in total investment.
 Short-term goals (2025):
  • Attracted 32 new investment projects with a total investment amount of NT$18 billion.
Medium and long-term goals (2030):
  • Attracted 35 new investment projects with a total investment amount of NT$36 billion.
