HSP Bureau oversees six satellite parks: Hsinchu, Zhunan, Tongluo, Longtan, Yilan, and the Hsinchu Biomedical Science Park. The total developed area across all sites amounts to 1,466.97 hectares. All satellite parks currently host active tenant companies. As of now, over 600 companies have been approved to operate in the parks, collectively employing more than 160,000 people. In recent years, the parks have reported an average annual revenue exceeding NTD1 trillion.
HSP Bureau serves as the primary administrative center under the National Science and Technology Council, providing a one-stop administrative service platform for resident enterprises. These services cover project management and R&D supervision, talent cultivation, research funding, investment support, labor administration, industrial services, engineering and infrastructure, environmental protection, land and urban planning, landscaping, information networks, and security.
Industries within the parks are grouped into six major categories: integrated circuits, computers and peripherals, communications, optoelectronics, precision machinery, and biotechnology. Among them, the integrated circuit industry accounts for 70% of the total park output, making it the largest sector. The optoelectronics sector ranks second, contributing nearly 20% of total revenue, followed by precision machinery, computers and peripherals, communications, and biotechnology.
In accordance with The Organization Act of the Hsinchu Science Park Bureau, National Science and Technology Council, the bureau is composed of a Director, two Deputy Directors and a Chief Secretary. It further branches into six divisions, in particular planning, investment, environmental protection and safety, business, construction management and land development, as well as four offices namely secretariat, personnel, civil service ethics and accounting. On July 16, 2024, the Director-General of Hsinchu Science Park Bureau (HSP Bureau), Yung-Chuang Wang, and the Deputy Director-General, Shu-Chu Chen, retired. The Deputy Minister of National Science and Technology Council (NSTC), Zong-Quan Chen, and the Director-General of Department of Foresight and Innovation Policies, Guo-Liang Chen, were promoted to the posts of Director- General and Deputy Director of HSP Bureau, respectively. Followed by retirement of Director-General, Zong-Quan Chen, on June 2, 2025, the Deputy Direct-General, Shi-Min Hu, was appointed to the position, whereby his position was succeeded by Chief Secretary, Jing-Chiu Yu.
Being a public sector, the financial resources of HSP Bureau come from national treasury and self-financing resources. The scope of the budget includes HSP Bureau general fund budget for execution of official duties and special fund budget for maintenance of park operation.
