As Taiwan's first science park, the Hsinchu Science Park has undergone 45 years of cultivation and development, becoming a key hub for the domestic technology industry and a global model for hightech industrial clusters. In response to the global sustainability trend and industrial transformation, the Hsinchu Science Park Bureau has responded to the United Nations' initiative by actively promoting the Sustainable Development Goals (SDGs) and a voluntary periodic review mechanism. Since the publication of Taiwan's first government agency voluntary review report (Voluntary Department Reviews, VDR) in 2022, we have continued to demonstrate innovative and resilient achievements across the three pillars of environmental, social, and corporate governance (ESG) from 2023 to 2024. In 2025, we will release our second VDR report, upholding the spirit of ‘building on the past and striving for the future’, actively responding to the 2050 netzero transition goal and the rapidly evolving trends in the technology industry, and demonstrating our commitment to strengthening resilience and innovation-driven development.
In terms of the environment, the park continues to align with the ‘net-zero carbon emissions’ target and Taiwan's Sustainable Development Goals (SDGs). Through parallel efforts in water conservation and energy efficiency, we are expanding green energy applications, building low-carbon transportation infrastructure, and increasing the resource recycling rate of industrial waste, actively realizing the vision of a ‘circular park’.
In terms of social responsibility, we continue to mentor and support the growth of startup teams, complemented by industry-academia collaboration subsidies and strengthened labor safety mechanisms, to cultivate the talent needed for industrial clusters and enhance workplace safety and resilience. Additionally, through diverse activities such as neighborhood interactions, environmental education, fire safety, and climate-related courses, we deepen trust and integration between the park and the local community.
In terms of governance, the park continues to attract investment, with revenue reaching new highs. Through promoting gender equality training and integrity campaigns, we demonstrate our commitment to implementing credible governance and transparent accountability. Additionally, we have established a 3D GIS system to integrate land, facilities, transportation, and safety information across the six parks, covering a total area of 1,466 hectares, thereby enhancing overall spatial governance and management efficiency.
In the future, Hsinchu Science Park will continue to pursue the governance vision of ‘rooting deeply and innovating boldly’, striving for a balance between industrial innovation and sustainable development. We will further develop our key technologies and industrial chain advantages to consolidate Taiwan's leading position in the global semiconductor industry. We will also transform the Hsinchu Baoshan Base into a key hub for advanced semiconductor process research and mass production to address the rapid changes in emerging technologies and international markets and strengthen supply chain resilience.
Additionally, we are promoting the “Precision Health Inter-Disciplinary Promotion Program” to encourage the biotech industry to focus on clinical needs, driving the medical industry through inter-disciplinary integration (Bio+ICT) and fostering innovative business models. We will also strengthen collaboration between industry, academia, and research institutions to accelerate the application and commercialization of research outcomes, actively support startups and innovative R&D, leverage the multiplier effect of scientific and technological innovation, and lead Taiwan in addressing future challenges.
Looking ahead, as an international hub for key high-tech industries, the Hsinchu Science Park Bureau will continue to respond to the needs of the technology industry, consolidate supply chain resilience, and build a comprehensive crossdomain integrated industrial ecosystem. Additionally, we will adopt sustainable development as our core ideology, collaborate with park enterprises and public-private partnerships, and jointly advance toward net-zero transformation, driving the upgrading and transformation of the park toward a new chapter of smarter, more resilient, and sustainable development.
