After 42 years of development, Hsinchu Science Park (HSP) has long been the cornerstone of the domestic science and technology industry as well as an important driver of the country's economic growth. In the past two years, despite the challenges of Russo-Ukrainian War, Covid-19 pandemic, inflation and geopolitics, HSP industry has still been performing steadily and is poised for growth. In 2022, the science park adhered to the motto of innovation as motive and sustainability as core, actively consolidating the clustering advantages and focusing on the innovative transformation and diversified development of manufacturers. With innovation as the driving force, HSP leverages its industrial strengths to continue seeking for new growth momentum, in the hope of driving the growth and expansion of Taiwan's next-generation industries. With sustainability as the core, in the face of the impacts of climate change, manufacturers are guided to promote carbon reduction in line with international low-carbon initiatives, establish a low-carbon and cooperative symbiosis mechanism in the industrial chain, and create a new-generation science park that is both intelligent and environmentally sustainable, to move towards a zero-carbon future.
In order to enhance the basic technology of semiconductor industry in Taiwan and make good use of the research and development (R&D) talents, technology and industrial chain foundation long created by Hsinchu Science Park Bureau (HSPB), in line with the Executive Yuan's policy of establishing and expanding new science parks, has promoted the expansion of BaoShan Phase I and Phase II development plan and X-site of HSP. Phase I expansion is now under development as scheduled while the Phase II has also been launched to build factories and X-site is expected to be completed in 2024. Besides the aforementioned new (expansion) construction plan to enhance the mass production of advanced semiconductor processes, information software and smart applications related to innovation and R&D, in response to the child care problem derived from the introduction of high-tech talents in the park, HSPB set up Du Sing non-profit kindergarten in August 2022 in HSP which has enrolled 10 classes of 262 children. A non-profit kindergarten is also planned for the first building at X-site in the coming future to provide affordable, quality and accessible education and healthcare services to allow parents to work at ease.
To continue uplifting the development of Taiwan's high-tech industry, the park keeps expanding and fostering international exchanges and cooperation. HSP has participated in International Association of Science Parks and Areas of Innovation (IASP) and Asian Science Park Association (ASPA) annual conferences in 2022. Through the sharing of experiences and exchanging of ideas with other science parks, we manage to accelerate the innovation and transformation of science parks. At the same time, in the face of Covid-19 pandemic, medical technology has become the focus of R&D of various countries, facilitating medical device industries to venture into global market. We also collaborate with government agencies and medical groups from different countries in both business and technology exchanges.
Under the influence of this global wave of net-zero carbon emissions, it has become a trend to lead our industries to accomplish the goal of carbon reduction. HSPB and the park manufacturers continue to promote the reduction of greenhouse gases and the recycling of resources, and carry out industrial transformation by focusing on the three major aspects of process improvement, energy conversion and circular economy, in order to promote the mutualistic and sustainable development of technology and the environment. Looking ahead, HSPB will continue to work in line with the National Science and Technology Council’s (NSTC) 2030 vision of innovation, inclusion and sustainability, and continue to move towards the ideal of creating a quality park that is refined, diversified, with a good lifestyle and low energy consumption, creating momentum for industry expansion and development, enhancing the sustainable advantage of Taiwan's high-tech industry competitiveness and aiming to achieve new milestones.
