Purpose and Vision of Establishment

The primary goals of Hsinchu Science Park are to attract high-tech industries and talents, and to enhance regional innovation and integration capabilities—stimulating domestic R&D and driving the growth of high-tech sectors.In 2025, HSP Bureau has adopted the policy vision of “Strengthening the Foundation” and “Pioneering Innovation,” emphasizing environmental sustainability, inclusive social development, and deeper local engagement in pursuit of shared prosperity.

Identification process and results of major core targets of T-SDG

HSP Bureau adheres to the spirit of "universal participation and inclusiveness" in the UN's 2030 Agenda for Sustainable Development, collects opinions from all stakeholders by issuing questionnaires, and identifies HSP Bureau's major core targets in T-SDGs through systematic analysis and combining with the views of internal management.

Identification process of major core targets
1.Identify stakeholders According to the principle of AA1000 SES, considering the stakeholder groups in close contact with each office, after internal discussion, eight categories of stakeholders in 2024 were identified, including employees, government agencies, media, contractors, community members, research institutes, park associations and park bureau.
2.Design T-SDG squestionnaire Based on the 18 core targets of T-SDGs, the questionnaire integrates the core spirit of each target and the relevant business content of the Bureau into a concise narrative, so as to lower the reading threshold for readers, and designs two major items (five-point scale) respectively, so as to facilitate readers to understand the actual meaning of the core targets.
3.Questionnaire survey Through questionnaire survey on the opinions of internal management and external stakeholders, 150 questionnaires were collected to assess the relevance of 18 core targets to HSP Bureau's business and the necessity of promoting the core targets.
4.Significance analysis and identification Taking "relevance" and "necessity" as the "significance" indicators to evaluate the core targets of CTSP Bureau, the collected questionnaires are quantitatively analyzed and related charts are drawn to visually present the analysis results.
5.Review and discussion The analysis results are discussed internally, to assess whether the policy objectives have covered the relevant targets or whether it is feasible to promote the targets with existing resources, and then to identify the major core targets of T-SDGs with reference to the opinions of external experts.

In 2024, HSP Bureau identified the major core targets of T-SDGs, which were ranked as 1、4、6、7、8、9、11、12、13 and 17 according to the scores of questionnaire analysis, while the other targets were not directly related to the park business.

Beginning in 2025, HSP Bureau will adopt the guiding vision of“Strengthening the Foundation and Pioneering Innovation”as its core governance goal, supported by two strategic pillars:

Enhancing Resilience and Meeting the Needs of Science-Based Industries

The Bureau is committed to creating a robust investment environment to ensure the timely and highquality completion of new and expanded park projects. Efforts include strengthening the infrastructure of science parks, ensuring stable supplies of water and electricity, promoting industry-academia collaboration to cultivate a skilled talent pool, and advancing public–private partnerships for net-zero transformation toward building sustainable, energyefficient green parks.

Fostering Innovation and Entrepreneurship Across Industries

By cultivating a thriving innovation ecosystem akin to a "startup rainforest," the Bureau supports both physical and digital incubation resources. Leveraging Taiwan’s globally competitive semiconductor industry, it aims to lead diversified innovation across sectors. Key focus areas include crossdisciplinary biomedical technologies and the strategic development of health-focused industries to support the "Healthy Taiwan" initiative.
