Improve public sanitation and enhance river water quality; strengthen the treatment and proper disposal of wastewater and sewage; promote the reuse of secondary effluent from public wastewater treatment plants as an emerging water source to increase water use efficiency and reduce reliance on traditional water sources. Reinforce inspection and control of industrial wastewater discharge, investigate suspicious pollution sources, and prevent water pollution incidents. Optimize river water quality to safeguard public health and preserve ecosystems. Strengthen chemical substance flow tracking and improve management efficiency.
  • Implement total quantity control in water pollution discharge permit applications; from 2023 to 2024, 100% of industrial wastewater generated in the park has been collected and treated under a centralized system.
Short-term goals (2025):
  • To implement total quantity control for water pollution discharge permits, 100% of industrial wastewater within the park will be collected and treated by 2025.
Medium and long-term goals (2030):
  • To implement total quantity control for water pollution discharge permits, 100% of industrial wastewater within the park will continue to be collected and treated through 2030.

Promote water conservation efforts and enhance water use efficiency to prevent significant increases in average water consumption. Encourage manufacturers in industrial and science parks to increase water recycling rates, especially in production processes. In addition, promote the adoption of diversified water sources, including water-saving technologies, reclaimed water, and desalinated water, to mitigate continued growth in freshwater withdrawal.
  • In 2023–2024, water conservation guidance was provided to 20 companies in the park, resulting in an estimated water-saving potential of 799,000 metric tons—equivalent to approximately 16% of the Baoshan Reservoir’s capacity.
Short-term goals (2025):
  • Maintaining an annual water-saving guidance potential target of 250,000 metric tons to actively enhance water use efficiency.
Medium and long-term goals (2030):

Strengthen the resource recycling and proper treatment of industrial waste. Implement total quantity control strategies in science parks, and assist park-based manufacturers in reducing waste generation and increasing reuse rates.

Reduce waste generation through green production, enhance technological capabilities for waste reuse and treatment, and promote the development of the resource recycling industry toward higher efficiency, while managing chemicals and waste in accordance with international conventions.
  • To promote the resource utilization of industrial waste, the resource recovery rate of industrial waste in the park has steadily increased from 87.61% in 2019 to 90.65% in 2024, surpassing the Taiwan Sustainable Development Goal (T-SDG) target of 88%.
